Inconsistent File Permission Changes with chmod in Ubuntu CLI [closed]

when i try to use chmod in my ubuntu cli,I can only able to modify file permission from 777 to 000 or vice versa. But when i use 000 shows -r-xr-xr-x. can any one tell me why it is happening like this.

I am expecting solution for my problem
